Can you cut out a large template of 9, punch some holes in it and get the child to thread a shoelace through the holes...see pic
draw sets of 9 on your white board. Make 3 large circle on your whiteboard...inside the circles draw 9 sets of different objects e.g. 9 cars, 9 hearts, 9 aliens etc.
